ABSENCES

Parents/students are requested to communicate with Eagle Academy personnel at the EAGLE ACADEMY office if their child is absent. Please talk directly to Eagle Academy personnel and do not leave messages at the Watonga High School Office.

Absences are not considered as excused or unexcused. Eagle Academy will be having an abbreviated day for the 2005-2006 school year and all students will be attending from 8:45 a.m. until 1:05 p.m. Students enrolled in Plant and Animal Science and/or Horticulture will be reporting for class earlier for these classes. There will be no time for the students to make up days missed therefore students must be in school 90% of the time in order to gain credit for any subject completed. Tardies will be counted as in the EAGLE ACADEMY handbook. You will be allowed 3 tardies and on the 4th tardy you will be counted absent. You will be told at the beginning of the school year at what time the tardies will begin to avoid being counted absent. In order for a student to have absences not counted toward the 90% attendance rule a doctor’s statement must be brought to school when student returns after an illness. All students who owe time from a prior year must make arrangements to have this time made up and sign a contract before being admitted back in the program. Any violation of this contract and the student will be dropped from the program.

TYPES OF ABSENCES

School Activity Absences: This is an absence due to a school-sponsored-activity that is supervised by a school appointed sponsor. This absence is not recorded on the official school attendance registers. Students may not miss any more than (10) ten times during the school year for school activities.

Other absences from school that are known by and approved by the parent/guardian are neither excused nor unexcused. They are simply recorded as an absence from school. You must be in attendance 90% of the time in order to gain credit for any subject. A doctor’s statement brought when student returns to school from illness will not count toward the 90% attendance rule.

Truancy: is an absence from school without the permission/knowledge of the school or the parents/guardians. No absence shall be considered as truancy if the school is notified or contacted by the parent/guardian to indicate they approve of the absence. Students who leave without checking with the director or an instructor will be considered truant. The parent will be notified of the truancy and the police department and Juvenile authorities may be notified.

The parent/guardian must notify the school by telephone on the day of the absence or the following day. A student will be considered truant from school IF THE SCHOOL IS NOT OFFICIALLY NOTIFIED. If the parent/guardian does not have access to a telephone, a note will be accepted on the day of the student’s return.

SCHOOL ATTENDANCE

COMPULSORY—P.L. 214, effective October 1, 1979, states that if a student age 5 through 18 years of age is absent from school 10 or more days or parts of days within a semester or 4 days or parts of 4 days in any 4 week period without a valid excuse, he/she must be reported to the district attorney by the principal.

It is unlawful for a parent or guardian not to compel their child to attend school.

Any student violating any provision of this law shall be guilty of a misdemeanor, and upon conviction, shall be punished by a fine of no more than $25.00 for the first day, not more than $50.00 the second day, and not more than $100.00 per day the following days. Each day may be considered a separate offense.

It is the duty of the principal to keep a full and complete record of each student’s attendance and is the duty of the parents or guardians of the student to notify the school about any absences of their child.

If a student does not attend school, the director, after an investigation, will give warning by letter. If the student still does not attend, then the director must and will make a complaint against the parent and student in the court of jurisdiction.

It shall be unlawful for any child who is over the age of sixteen (16) years and under the age of eighteen (18) years, and who has not finished four (4) years of high school work, to neglect or refuse to attend and comply with the rules of some public, private, or other school, or receive an education by other means for the full term the schools of the district are in session.

A married person under eighteen (18) years of age is required to attend school and to comply with the compulsory attendance law regardless of his/her status as to legal rights of majority.

EAGLE ACADEMY ATTENDANCE POLICY

Students are expected to attend Eagle Academy on a regular basis. Please read the policy for clarification of expectations and consequences. Students with excessive absences who are over the compulsory attendance age will be dropped and could be denied the privilege to return to Eagle Academy the remainder of that term.

GUIDANCE SERVICES

Guidance Services will be provided by Red Rock West Behavioral Health Service at no charge to the student. All students will be required to attend group-counseling sessions and when successfully completed will be able to earn credit. Individual counseling is available at the student’s request. Parents, teachers and the court system as well as others with a vested interest in the student may request individual counseling for a student. Watonga School counselors are also available to help any Eagle Academy Student upon request.

HARASSMENT - (Any possible disciplinary action up to long term out of school suspension.)

    It is the policy of this school district that harassment of students by other students, personnel, or the public will not be tolerated. This policy is in effect while the students are on school grounds, in school transportation, or attending school-sponsored activities, and while away from school grounds if the misconduct directly affects the good order, efficient management, and welfare of the school district.

    Harassment is intimidation by threats of or actual physical violence; the creation by whatever means of a climate of hostility or intimidation; or the use of language, conduct, or symbols in such manner as to be commonly understood to convey hatred, contempt, or prejudice or to have the effect of insulting or stigmatizing an individual. Harassment includes but is not limited to harassment on the basis of race, sex, creed, color, national origin, religion, marital status, or disability.

    As used in the School Bullying Prevention Act, "harassment, intimidation and bullying" means any gesture, written or verbal expression, or physical act that a reasonable person should know will harm another student, damage another student’s property, place another student in reasonable fear of harm to the student’s person or damage to the student’s property, or insult or demean any student or group of students in such a way as to disrupt or interfere with the school’s educational mission or the education of any student. Harassment, intimidation, and bullying include, but are not limited to, a gesture or written, verbal, or physical act. Such behavior is specifically prohibited.

 

Harassment set forth above may include, but is not limited to, the following:

 

    1.    Verbal, physical, or written harassment or abuse;

    2.    Repeated remarks of a demeaning nature;

    3.    Implied or explicit threats concerning one’s grades, achievements, etc.;

    4.    Demeaning jokes, stories, or activities directed at the student;

    5.    Unwelcome physical contact.

BACK

CAFETERIA

Breakfast will be delivered to Eagle Academy students who wish to participate in the breakfast program each school day the breakfast menu is offered. Lunches will be delivered to Eagle Academy to those who wish to eat and students will be given the time to eat before leaving school for the day. If a student is not on a free lunch ticket then all meals must be paid for in advance. Eagle Academy personnel will provide the means to have the breakfast and lunch delivered to the classroom. Students must be responsible for cleaning up their eating area each day. In order for Eagle Academy to continue supplying breakfast and lunch to students who wish to participate, students must be responsible and clean own eating area after each meal.

TIME ON TASK

Students are expected to use his/her time wisely. If a student finds it necessary to be away from the computer he/she will not keep other students from working by visiting or otherwise distracting them.

Students will not be attending school for a full day so there will be no organized break time. Snacks will be allowed in the work areas if students are responsible and keep areas clean. If students should choose to not be responsible for cleaning areas and keeping work areas clean snacks will no longer be allowed.

STUDENT HOURS

All students attending Eagle Academy will be expected to be in attendance from 8:45 a.m. until 1:05 p.m. Students will be expected to attend school five days a week. Students are not allowed to leave Eagle Academy during that time unless they are going to another school related activity or leaving the campus. Students attending CTTC will be given the opportunity to leave early in order to be in class on time. All students attending CTTC must do so in the afternoon session.

VISITORS

Students are not to bring relatives or friends to school as visitors. Please do not bring your small children unless it has been approved by the director. The director will work with mothers with small children and with DHS and the BIA to help get Day Care provided. Visitors during class are also not allowed.

PARKING REGULATIONS

If you plan to drive to school your vehicle must be registered at the Watonga High School Office. Please let the director know you will be driving and he/she will see that you receive the proper paper work. At this time there is a parking fee for the year which is minimal. Make certain you park in only designated areas and drive in a proper and courteous manner. If violations persist you could lose the privilege of parking in the parking lot and the authorities could be notified.

JUNIOR SENIOR PROM

All rules and regulations for the Junior Senior Prom that exist for Watonga High School will apply to Eagle Academy Students. Students at Eagle Academy will be told individually when to pay dues and how much the dues will be. Students will be told one time and after that each student will be responsible to listen to the announcements or check on their own about meetings and all other items that pertain to attending the Junior Senior Prom.

DIPLOMA/GRADUATION REQUIREMENTS                                                                  

Diploma/Graduation Requirements 2002-2003 and Thereafter-----23 credits to graduate from Eagle Academy which must include:

4 Language Arts: 1 Grammar and Composition, and

3 which may include, but are not limited to the following courses:

American Literature, English Literature, World Literature, Advanced English Courses, or                                        

Other English courses with content and/or rigor equal to or above grammar and composition.               

 

3 Mathematics:

1 Algebra I or Algebra I taught in a contextual methodology, and                                                               

2 which may include, but are not limited to the following courses:

 Algebra II, Geometry or Geometry taught in a contextual methodology, Trigonometry,

 Math Analysis or Pre-Calculus, Calculus, Statistics and/or Probability, Computer

Science, or other mathematics courses with content and/or rigor equal to or above

Algebra I.

 

3 Science:

1 Biology I or Biology I taught in a contextual methodology, and

2 in the area of life, physical, or earth science or technology which may include, but

are not limited to the following courses: Chemistry I, Physics, Biology II,

Chemistry II, Physical Science, Earth Science, Botany, Zoology, Physiology,

Astronomy, Applied Physics, Principles of Technology, qualified Agricultural

Education courses (including but not limited to Horticulture, Plant and Soil Science,

Natural Resources and Environmental Science, and Animal Science), or other

Science courses with content and/or rigor equal to or above Biology I.

 

3 Social Studies:

1 United States History

½ to 1 United States Government,

½ Oklahoma History, and

½ to 1 which may include, but are not limited to the following courses: World History,

Geography, Economics, Anthropology, or other social studies courses with content

And/or rigor equal to or above United States History, United States Government, and

Oklahoma History.

 

2 Arts:

2 which may include, but are not limited to, courses in Visual Arts and General Music.

 

8 Electives

GRADUATION CEREMONY

There is no formal graduation ceremony for Eagle Academy graduates. If a student chooses to fulfill the Watonga High School graduation requirements and participate in the graduation ceremonies, it is the student’s responsibility to see that all graduation materials are ordered and that they keep abreast of all activities and practices. No student will be allowed to participate in the graduation ceremonies of Watonga High School unless they have fully completed 24 credits by the last school day of the second semester for Eagle Academy.

CONCURRENT ENROLLMENT

Seniors who can meet graduation requirements may be allowed to enroll in college courses during their senior year. Students must have a 19 on the ACT reading sub-test or pass the placement test at Redlands and enroll in both courses both semesters. If you are interested see the director of Eagle Academy.

DRESS CODE

Students will dress in good taste and will wear no clothing that may hinder the learning of any student. If a garment is worn that is offensive you will be asked to leave and not return until you have dressed appropriately. You will be counted absent during time missed. No slogans or offensive language on any clothing is allowed. When attending classes within the confines of the regular public school the public school dress code will be met at all times. This includes extra curricular activities as well as regular classroom attendance. It will also include attending any assemblies that are held during the school day for all students that Eagle Academy Students may attend.

ELECTRONIC DEVICES

Electronic signaling devices/pagers/cell phones are prohibited except under medical advice and so approved by the superintendent. They will be confiscated and returned to parent/guardian or the police. The school holds no liability to the student/parent/guardian if an electronic signaling device is lost or stolen while being held for pickup. On the first offense the student’s parents will be called and they must come to Eagle Academy to pick up the electronic device and a conference with parent/student/director will take place at that time. On the second offense the police will be involved and the student will be suspended/expelled.

LEAVING SCHOOL WITHOUT PERMISSION

Any student leaving Eagle Academy premises during school hours without permission will be deemed a truant. Parents will be contacted when possible and the police and/or juvenile authorities will also be notified of the truancy. Leaving Eagle Academy without permission could lead to suspension or expulsion.

TRUANCY

If there is not a telephone call the day of the absence from a parent/guardian and/or a note is not brought on the day returned it will be counted as truancy.

DRIVING/PARKING LOT

At all times students are to enter the student parking lot from the west and exit to the east. Students who drive must obey all traffic laws and possess a valid driver’s license. Vehicles driven to school are required to be registered at the WHS Principal’s office.

TOBACCO POSSESSION/USE

Students shall not possess or use any form of tobacco on school premises during the school hours or while at any Watonga School extra-curricular activity.

POSSESSION OF WEAPONS/EXPLOSIVES

Weapons, explosives, firearms, and materials that can be ignited are prohibited on school property or at school sponsored events unless authorized by proper school authorities. The items are also prohibited in vehicles in the parking lot.

DRUGS/ALCOHOL

As per 70 O.S. 1210.229-1 and Public Law 101-226, students are prohibited from consuming, possessing, selling, and distributing any drugs, narcotic, alcohol, or substance purported to be a drug, narcotic, or alcohol at school, on school property, or at a school sponsored event.

Students are prohibited from consuming any substance that would cause them to become intoxicated if consumed in sufficient quantity. They are prohibited from coming to school or to a school sponsored event in an intoxicated state or after any consumption of any substance that could lead to intoxication.

Students found with or under the influence of any prohibited substance at an extra-curricular event will be excluded from further attendance or participation in that extra-curricular activity for the rest of the school year.

FAMILY RIGHTS AND PRIVACY ACT (P.L. 93-380)

The Watonga School District hereby notifies each student and his/her parents of their rights to inspect and review the student education records under the Federal Family Educational Rights to Privacy Act.

RIGHTS:

l. The right of a student’s parents and eligible students to inspect and review student’s education records.

2. The intent of Watonga School District is to limit the disclosure of information contained in the student’s education records except:

    a. by the written consent of the student’s parents or the eligible student.

    b. as directory information

    c. under certain limited circumstances, as permitted by the FERPA

3. The right of the student’s parents or an eligible student to seek to correct parts of the student’s education record which he/she believes to be inaccurate, misleading, or in violation of student rights. This right includes the right to a hearing to present evidence that the record should be changed if the district decides not to alter it according to the parent or eligible student’s request.

4. The right of any person to file a complaint with the Department of Health, Education and Welfare if the Watonga School District violates the FERPA.

5. Parents and eligible students should go to the principal’s office to obtain copies of the policy and information as to the correct procedure to follow in requesting action about a student’s record. Copies of the policy are located in the elementary principal’s office, the middle school principal’s office, the high school principal’s office, and the office of the superintendent.

 

The district will arrange to provide translations of this notice to Non-English speaking parents in their native language.

EQUAL EDUCATIONAL OPPORTUNITIES

In keeping Board of Education Policy in regard to equal educational opportunities for all students, the following recommendations are adopted:

1. All students, regardless of race, sex or handicapping condition, will have equal opportunity to enroll and participate in any educational program or activity sponsored or conducted by the Watonga Public Schools.

2. No discrimination will be in effect for any student or staff because of marital status or pregnancy.

3. Any cooperative educational program or agreement with other agencies will require statement from cooperative members or agencies regarding their non-discrimination policy.

POLICY NOTIFICATION

It is the policy of the Watonga Public School System to provide equal opportunities without regard to race, color, national origin, sex, age, qualified handicap or veteran in its educational programs and activities. This includes, but is not limited to, admissions, educational services, financial aid and employment. CHILD FIND

Public laws provide that all disabled children ages (0-21) are entitled to free and appropriate education.

Children with specific learning disabilities, deafness or hearing impairment, autism, deaf-blindness, mental retardation, multiple disabilities, orthopedic impairment, other health impairments, serious emotional disturbance, speech or language impairment, traumatic brain injury, visual impairment, or development delays may qualify for assistance. WATONGA SCHOOLS MISSION STATEMENT

PROFICIENCY BASED PROMOTION

A student has the opportunity to take a Proficiency Based Test. These are given twice each year and the dates will be posted. For more information you should check with the Watonga School Counselors.

EAGLE ACADEMY STUDENT EXPECTATIONS

All Eagle Academy students are expected to be in attendance each school day at Eagle Academy. The school day time is 8:45 a.m. until 1:05 p.m. Students attending Plant and Animal Science and/or Horticulture will be expected to be in school earlier. There will be no make up time for this school year and you must be in attendance 90% of the time to gain credit for a subject. Three tardies will count as one absence. You will be told when tardies begin at the beginning of the school year. Our responsibility at Eagle Academy is not only to help you continue your education toward a high school diploma but to also help you to become responsible for your actions. In light of this, being off task will not be tolerated. If being redirected becomes a problem your consequence will be suspension or being dropped from the program. There will be no break time for this school year because of the abbreviated school day. You will be allowed to bring snacks to your work area at the beginning of the year and this will continue unless you begin to become irresponsible and then it will be suspended indefinitely. If you do not wish to have consequences then it would be advisable to work and not spend time off task.

When you are given instructions to redirect your behavior in any way and you choose to make an inappropriate response you may face suspension or being dropped from the program for the rest of the semester and/or year. When given redirection no explanation is needed by you, you just need to return to work quietly. It is the goal of Eagle Academy to help students gain credit to return to public school or to graduate from Eagle Academy. It is also the goal of Eagle Academy to redirect inappropriate behavior when it exists. Excessive or continued inappropriate behavior could result in a student no longer having the privilege of attending Eagle Academy.

Students who owed time for the 2002-2003 school year will need to make arrangements to have this time made up before being admitted to Eagle Academy. A contract will be drawn up and signed by all parties and any violation will mean an immediate drop from the program for that semester.

BEHAVIOR AND CONSEQUENCES

Inappropriate language, excessive noise, or any inappropriate behavior will cause you to lose privileges for a length of time to be determined by the instructor and/or director. If this does not redirect your behavior in a positive way a more severe punishment could follow.

Writing notes or sending notes via computer will not be tolerated. If a note is confiscated a copy of that note will be sent to the parent and the note will be put in the student’s file. On the second offense of sending notes a parent will be notified for a conference and if this does not remedy the situation suspension/expulsion could occur.

Continuing inappropriate behavior will cause you to lose the privilege of attending Eagle Academy for a time to be determined by the director and could cause you to lose the privilege of attending Eagle Academy for the full school term.

State Law now prohibits smoking and any tobacco use on school property when school is in session. This means that there will be no smoking or use of any tobacco on the campus. Please remove yourself from school property before you smoke or use any type of tobacco. If caught smoking or using tobacco of any kind in the building or on school property privileges will be removed and this could lead to suspension or expulsion from Eagle Academy.

Please limit telephone calls to emergency calls. Our telephone is not to be used for social visits. Please notify all friends and family that if necessary they should call and leave messages but students will not be allowed to talk on the telephone unless it is an extreme emergency. You are not to make telephone calls without permission under any circumstances.

The Watonga High School Administration has been instructed to not let students come to our area for a visit. If they are to be in our area it will be with a permission slip signed by the appropriate person. Please notify any friends or relatives that Eagle Academy is basically a separate entity and Eagle Academy students will not be in the High School area without permission and High School students will not be allowed in Eagle Academy areas.

You will be responsible for your work area and it is expected to be clean each and every day. Your work area could be assigned and checked each day before you may leave. All trash needs to be in trash receptacles, all pencils, calculators, paper, notebooks put up properly, etc. The floor area around your work area is also your responsibility. This will be checked daily. If you do not keep your work area clean it will be dealt with accordingly.

SNACK AND RESTROOM BREAKS

Because of the abbreviated school day there will be no organized break time for students. Snacks will be allowed at your work area so long as area is kept clean and all trash put in trash cans. If this rule is not followed then snacks won’t be allowed during the school day. Any student going to the restroom must sign up. The restroom is the student’s responsibility to keep clean. If graffiti becomes a problem then we will be checking the restroom on a regular basis and you could be only allowed to go to the restroom at certain times during our school day. Going to the vending machine will be allowed if this opportunity does not become a problem. Only one student at a time will be allowed in the south room for restroom or vending machine use. If more than one person is in that area and it becomes a problem then going to vending machines will be discontinued during the school time. Students who do not adhere to vending machine or restroom rules will have that privilege suspended.

STUDENTS WILL BE ALLOWED TO HAVE SNACKS IN THEIR WORK AREA FROM THE BEGINNING OF THE SCHOOL YEAR. IF KEEPING THE AREA CLEAN BECOMES A PROBLEM IT WILL BE SUSPENDED FOR THE REST OF THE SCHOOL YEAR. IF YOU MAKE A MESS YOU ARE EXPECTED TO CLEAN IT UP IMMEDIATELY. THERE ARE CLEANING SUPPLIES MADE AVAILABLE AND ALSO A VACUUM FOR CLEANING. SUNFLOWER SEEDS WILL NOT BE ALLOWED FOR A SNACK UNDER ANY CIRCUMSTANCE.

ENTERING AND LEAVING

When entering Eagle Academy you are to enter at the glass door in the northeast corner of the Student Center and come up the stairs to the classroom. When you enter Watonga Schools Campus you are to come directly to Eagle Academy. You are not to go to the gym area, student center restrooms, snack area, or the high school main building or in front of or in the back visiting areas for any reason and are not to use any telephone on campus except the one in Eagle Academy. Eagle Academy students will leave using the metal stairs at the east side of the building. In inclement weather you will be allowed to leave using the northeast door. If you find the glass door locked you will be expected to use the metal stairs.

You are to come directly to the classroom when entering the campus and leave the campus area immediately after class is dismissed. Eagle Academy is basically a separate entity and you are required to treat it as such. Deviating from this procedure will not be tolerated.

Attending Eagle is a privilege not a right and if rules are not followed your privilege could be suspended or denied.
